The Joint AFP– PNP Intelligence Committee or JAPIC has conducted the validation of ten Friends Rescued and three Former Violent Extremists as part of the intensified peace-building efforts of the Provincial Government of South Cotabato.
The validation process serves as a critical component of the government’s broader reintegration program, implemented in partnership with various national and local agencies. Through this, inter agency coordination is strengthened, ensuring that interventions provided are comprehensive, responsive, and grounded in a rights based approach.
Provincial Social Welfare and Development Officer Sonia Bautista emphasized the importance of sustained support for former rebels to ensure their successful transition.
“Proper validation and assessment are key to delivering the right interventions. This is not only about providing assistance but also about opening opportunities for them to rebuild their lives and become productive members of society,” Bautista said.
The initiative aims to ensure proper identification and assessment of individuals who have returned to the fold of the law, enabling them to access appropriate assistance and support services.
“These include social services, livelihood opportunities, and psycho-social interventions essential to their successful reintegration into mainstream society,” she shared.
This initiative reflects the strong commitment of Governor Reynaldo S Tamayo Jr under the flagship program Serbisyong May Resibo, which ensures that government programs deliver concrete and measurable benefits to the people.
With the continued implementation of such programs, more individuals are expected to be encouraged to return to the fold of the law and take part in the government’s efforts toward lasting peace and development.
“The initiative goes beyond addressing security concerns. It provides former rebels with a renewed chance at life and empowers them to actively contribute to building peaceful, resilient, and progressive communities in South Cotabato,” Bautista added.
Data from the Office of the Provincial Social Welfare and Development Officer (OPSWDO) show that approximately 555 returnees have rejoined the government fold in South Cotabato.
On September 25, 2025, members of the Friends Rescued (FR) group convened for a summit in Koronadal City, where they reaffirmed their commitment to peace and reintegration into mainstream society.
In October, more individuals continued to surrender. On October 28, 2025, an additional 16 returnees formally surrendered to Governor Reynaldo S. Tamayo Jr., increasing the total number of returnees under his administration to 573.
In December, reintegration efforts further progressed. Earlier in the month, seven (7) individuals, including a ranking member of the New People’s Army (NPA), surrendered to authorities. This was followed by the provision of assistance to 20 returnees on December 10, 2025, under the Enhanced Comprehensive Local Integration Program (E-CLIP).
