20 former rebels receive government support under E-CLIP program in South Cotabato

KORONADAL CITY, South Cotabato, Philippines | December 10, 2025 — The Provincial Government of South Cotabato, together with the Department of the Interior and Local Government (DILG), has formally extended a full package of assistance to 20 former rebels (FRs) during a turnover ceremony that signifies the province’s continuing commitment to peace, stability, and inclusive development.

DILG Provincial Director Bong Suwaib described the ceremony as more than just a distribution of benefits, but a concrete affirmation of the government’s dedication to “the advancement of peace and prosperity in the province of South Cotabato.”

“These assistance are not mere aid,” Director Suwaib emphasized.

He said, “They are guidance, proof that the government believes every individual has the ability to change, and that peace becomes more stable when it includes dignity, opportunity, and inclusive development.”

Under the Enhanced Comprehensive Local Integration Program (E-CLIP), the former rebels received three major forms of support- the Immediate Assistance — provided to all 20 former rebels to meet their urgent needs as they transition back to civilian life; Livelihood Assistance — extended to 11 FRs to help them start income-generating activities and build stable livelihoods for their families; and the Reintegration Assistance — offered to 20 FRs to support their psychosocial recovery, capacity development, and smooth reintegration into their communities, with continuous support from government agencies.

Director Suwaib said the surrender of the 20 individuals representsan important step forward,” noting that their decision is not only a personal milestone but also a significant contribution to the province’s security and stability.

“Through these benefits, the government wants to ensure that our former rebels are not only returning to society, but are also being encouraged and given a chance to rise up and become leaders of peace in their own communities,” he shared.

He also expressed gratitude to security partners, local government units, national agencies, and civil society organizations for their relentless support.

“This ceremony proves our goal to build a safer, more peaceful, and more stable South Cotabato — where no one is left behind, and where every citizen has the opportunity to build a better future,” Suwaib said.

The South Cotabato Provincial Government continues to strengthen its peace-building efforts, ensuring that former combatants are given meaningful chances to rebuild their lives and contribute to sustained development across communities.
