Clean & Green TWG conducts program review, criteria revision

The members of the Technical Working Group (TWG) of the Search for Cleanest and Greenest LGU conducted a 2-day program review and re-visit of the contest criteria, mechanics and guidelines as an off-shoot of their study tour or “lakbay-aral” on the clean and green best practices of Puerto Princesa City LGU and Palawan LGU.

Senior Environment Management Specialist Elbe Balucanag of the Provincial Environment Management Office (PEMO) and also one of the contest evaluators led the program review and revision of the contest criteria and mechanics.

From the original 7 areas of evaluation, the search criteria it was expanded into 8 areas, namely; Clean and Green Governance ( Support Facilities and Establishments) – 30%, Barangay – 20%, Public Market – 15%, Public Plaza and Parks – 10%, Roadside Beautification – 10%, 10-Year Solid Waste Management Public terminal – 5%, Comprehensive 10-Year Clean and Green Program Implementation Report – 10%.

Under the different components of Clean and Green Governance (Support Facilities and Establishments), Municipal Nursery percentage was decreased from 8% to 5%; Central Material Recovery Facility (CMRF) was reclassified to CMRF/RCA/SLF with percentage increased from 8% to 10%; City/Municipal Hall, Slaughterhouse, Health Center, Cemetery was reduced from 8% to 5%; Support System from 6% to 5%; and a new criteria was introduced, Waste Water Treatment Facility (Public Market, Slaughterhouse) at 5%

Aside from the criteria, cash incentives for the winners will be increased, Balucanag revealed.

Presentation of the revised criteria for approval of the Head Secretariat of the contest will made before it will be finally presented to the respective LGU of the province during a meeting that will be set next year.

The projected evaluation of annual search will be from February to May in 2017 with the awarding scheduled regularly during T’nalak Festival anniversary program of the province.

In attendance during the program review were Jobie Jesus and Reynaldo Fabrigar (PEMO), Jose Perez (PPDO), Fruto Sumagaysay Jr. (PIO), Julius Mella (ACTS), Hayd-Ali Suwaib (DILG provincial office), Sheree Ann Reyes (South Cotabato Foundation Inc, Mila Macalalag (Dole Phils. Inc.).
