South Cotabato, Philippines – The Office of the Provincial Human Resource Management Officer (OPHRMO) plays a vital and comprehensive role in ensuring the effective management, development, and well-being of the provincial government workforce.
According to Fredaliza P. Gazo, Provincial Human Resource Management Officer, OPHRMO is responsible for overseeing the entire human resource management system within the organization, covering every stage of an employee’s journey in public service.
“The OPHRMO looks after the full journey of an employee—from recruitment, selection, and placement within the agency, to performance management, learning and development, recognition, and eventually separation from service,” Gazo explained.
She emphasized that OPHRMO closely monitors employee performance to ensure that personnel are carrying out their duties effectively and in accordance with established standards.
“When performance gaps are identified, the office intervenes by providing appropriate learning and development programs to enhance competencies and improve service delivery,” she added.
At the same time, employees who demonstrate outstanding performance and commitment are duly recognized.
“Those who perform well and are deserving of recognition are included in our Rewards and Recognition Program, which aims to motivate and sustain excellence in public service,” Gazo said.
Beyond performance and career development, OPHRMO also places strong emphasis on employee welfare and wellness. The office actively monitors the overall well-being of personnel, including their physical health.
“Employee wellness is a priority. We ensure that employees undergo annual medical check-ups and that their health and well-being are continuously monitored,” Gazo noted.
She concluded by underscoring that OPHRMO’s mandate spans the entirety of an employee’s service life—from entry into government service until separation—ensuring that every stage is managed with professionalism, care, and a people-centered approach.
