Gov. Tamayo showcases South Cotabato’s digital governance at Visayas ICT Conference

Koronadal City, South Cotabato, Philippines | August 29, 2025 —  South Cotabato Governor Reynaldo S. Tamayo, Jr. highlighted the province’s digital governance initiatives during the 13th Visayas ICT Conference in Lapu-Lapu City on Thursday, citing free education, free hospitalization, and digitalized agriculture as key programs strengthened by information and communications technology (ICT).

Tamayo, who also serves as Ambassador for Digital Transformation and Governance of the National ICT Confederation of the Philippines (NICP), underscored the role of ICT in ensuring transparency, accountability, and efficiency in government service.

“The connection of ICT and governance is really important. We need to spread and show how ICT strengthens governance not only in local government units but across different agencies,” he said.

Among the province’s accomplishments, Tamayo cited the institutionalization of free education from elementary to college, even in private schools, as well as a free hospitalization program that covers all medical procedures and services.

“You don’t need to go to any politician; you just enroll and your education is free. The same goes for hospitalization—major or minor operations, ICU stays, all are free,” he noted.

To address challenges in agriculture and employment, South Cotabato has adopted digital solutions such as drone-assisted farming and the establishment of an IT economic zone under Presidential Proclamation 530, creating opportunities for thousands of scholars and graduates.

The province has also developed in-house systems, including electronic medical records and a project request monitoring system, which allow real-time government response to citizens’ concerns.

“Accuracy and accountability can only be achieved through digitalization,” Tamayo said, urging other local government units to adopt similar systems.

He concluded by calling for stronger collaboration among local governments and ICT organizations.
“Money is not a hindrance to digitalize our governance. With unity and institutionalization of systems, we can ensure sustainable programs and real progress,” he added.
