Governor Tamayo strengthens coordination with Sangguniang Panlalawigan to expedite public services

South Cotabato, Philippines | January 30, 2026 – Governor Reynaldo S. Tamayo Jr. has intensified coordination with the Sangguniang Panlalawigan (Provincial Board) to ensure faster and more efficient delivery of public services. 

According to Governor Tamayo, it is crucial for the Provincial Board to approve the requested resolutions granting him the authority to enter into Memoranda of Agreement (MOAs) with several national government agencies. 

He emphasized that if the process does not exceed two sessions, it would accelerate signing, downloading, and implementation of key programs.

The governor also stressed that faster approval would directly benefit the community.

“Sini-certify ko naman na urgent, so sana di aabot ng dalawang session para mabilis yung pirmahan, mabilis yung downloading, mabilis yung execution, at implementation ng programs.”

The august body hearing for consideration is the request of Governor Tamayo to enter into agreements for and on behalf of the Province of South Cotabato with the following agencies:

  • Department of Agriculture (DA) – for the establishment of the Young Farmers Challenge (YFC) Pasalubong Center;
  • Department of Labor and Employment (DOLE) – Region 12 – for the implementation of the DOLE Integrated Livelihood Program (DILP);
  • DKT Philippines Foundation, Inc. (DKT) – via a Deed of Usufruct. This pertains to the donation of contraceptive products specified under Annex A, including medroxy progesterone acetate, which shall be used exclusively for providing family planning injectable contraceptives to women beneficiaries within the province;
  • Department of Social Welfare and Development – Field Office XII (DSWD-FO XII) – for the implementation of the Supplementary Feeding Program (SFP);
  • Deed of Usufruct (Deed) on behalf of the Province of South Cotabato (Province) with the Department of Education (DepEd) for the project, “Improvement of Sports Facilities at Tupi Central School”
  • Deed of Usufruct (Deed) between the Province of South Cotabato (Province) and the Department of Education-Office of the City of Koronadal (DepEd-OCK);
  • Department of Health (DOH) – for the implementation of the Health System Resilience Project (HSRP);
  • Department of Migrant Workers (DMW), Overseas Workers Welfare Administration (OWWA), DOLE, and Technical Education and Skills Development Authority (TESDA) – for programs supporting migrant workers and workforce development.

 

This January, the Provincial Board has already approved eight ordinances, including the MOAs and Deeds of Usufruct mentioned above, reflecting strong coordination between the executive and legislative branches.

Governor Tamayo urges swift and effective cooperation with the Provincial Board to ensure the timely delivery of public services to the people of South Cotabato.
