South Cotabato | October 23, 2025 — The South Cotabato Provincial Hospital (SCPH), in partnership with the South Cotabato Rehabilitation and Detention Center (SCRDC), spearheaded a comprehensive medical mission on Wednesday, October 23, as part of the Prisoners’ Month Celebration and the government’s continuous efforts to strengthen the rehabilitation and reformation of Persons Deprived of Liberty (PDLs).
The initiative brought essential health services such as medical consultations,and distribution of medicines directly to the inmates, a gesture that reflected not only compassion but also the province’s commitment to inclusive governance, ensuring that even those behind bars receive humane treatment and equal access to basic needs.
According to Prison Guard III Joanne Lazaga, the medical mission is more than a simple outreach, it is a testament to society’s effort to restore the dignity of PDLs and to help them realize that rehabilitation begins with compassion.
“They may be living within the confines of this facility, but that doesn’t mean their rights end here. Access to healthcare and welfare programs reminds them that they are still valued members of our community,” Lazaga expressed.
She further emphasized that the activity serves as part of a holistic rehabilitation approach that the SCRDC continuously upholds, one that not only focuses on discipline and order but also on healing, education, and spiritual transformation.
“We want them to know that this place is not just for punishment, it’s a place for change. Every program we conduct, whether medical, educational, or spiritual, brings them closer to the life they can rebuild once they return to society,” Lazaga added.
Lazaga also extended heartfelt gratitude to Governor Reynaldo S. Tamayo Jr. and the Provincial Government of South Cotabato for their unwavering support in advancing welfare and rehabilitation programs for inmates.
“The Governor’s leadership reminds us that true governance reaches even those who are often forgotten by society,” she said.
The Prisoners’ Month celebration, which will conclude on Friday, October 24, will feature several more activities aimed at strengthening camaraderie, faith, and moral recovery among PDLs.
The event underscores the province’s mission of ‘Rehabilitation with Dignity,’ ensuring that every individual, no matter their past, has the chance to start anew.
