Norala District Hospital eyes Level 2 upgrade to expand patient care services

South Cotabato, Philippines | January 6, 2026 — Patients seeking medical care at Norala District Hospital may soon benefit from more advanced and comprehensive services as the facility intensifies its preparations for upgrading from a Level 1 to a Level 2 hospital this year.

In her New Year message, Hospital Chief Dr. Mila Quinton emphasized that the hospital’s plans and activities for the coming year are anchored on achieving Level 2 status, an upgrade that will allow the facility to offer expanded services, improved facilities, and stronger healthcare systems for the community.

“Our plans for this year are all directed toward our goal of becoming a Level 2 hospital,” Dr. Quinton said.

“This upgrade will enable us to provide more comprehensive services and better respond to the needs of our patients” she added.

As part of the preparation, the hospital is set to implement several improvements, including the upgrading of services, the expected addition of new infrastructure, and an enhanced staffing pattern to ensure adequate manpower and specialized care once the upgrade is completed.

A key development supporting this transition is the approval of the hospital’s Organizational Management Structure (OMS) by the provincial government.

With the OMS, Norala District Hospital will have 38  additional number of pantilla personnel from 25 existing number of present personnel.

Meanwhile, in the Philippines, a Level 2 hospital provides more advanced and specialized services than a Level 1 facility, including the operation of an Intensive Care Unit (ICU).

While there is no fixed minimum bed requirement for Level 2 hospitals, policy guidelines and practice generally recommend a capacity of at least 100 beds to ensure operational viability.

Some Level 2 hospitals operate with 150 beds or more, while larger regional facilities are designed for capacities of 200 beds or higher to support expanded services.

More than bed capacity, Level 2 classification is defined by departmentalization and the presence of specialized, board-certified medical staff in key areas such as Internal Medicine, Pediatrics, Obstetrics and Gynecology, and Surgery.

Dr. Quinton expressed gratitude to the provincial leadership, noting that the OMS approval is vital to meeting the requirements of a Level 2 hospital, under the leadership of Governor Reynaldo S. Tamayo Jr.

For patients, the planned upgrade means improved access to quality healthcare, more efficient services, and a better overall hospital experience.

Dr. Quinton stressed that cooperation among hospital personnel and understanding from clients will be essential as the hospital undergoes these changes.

“The success of our Level 2 journey depends on teamwork within the hospital and the cooperation of our patients. Together, we can ensure the highest quality of care for our community,” she added.

Once completed, the Level 2 upgrade is expected to strengthen Norala District Hospital’s capacity to serve more patients and deliver higher-level medical care, reinforcing its role as a vital healthcare provider in the municipality.

The Municipality of Norala, located approximately 40 minutes from Koronadal City where the Provincial Hospital is situated, recorded a population of 46,682 based on the 2020 Census.

Census data also indicate a positive annualized population growth rate of 0.02 percent, reflecting a gradual but steady increase from 46,642 in 2015.

Given its growing population and relative distance from the Provincial Hospital, the Norala District Hospital plays a crucial role in ensuring timely and accessible health services for residents.

The presence of a district hospital within the municipality significantly reduces travel time for patients, decongests the Provincial Hospital, and strengthens the local health system by providing essential medical care closer to the community.
