South Cotabato, Philippines – The Provincial Government of South Cotabato is reinforcing its compliance with Civil Service rules, reiterating the strict prohibition on gambling during official working hours.
Provincial Human Resource Management Officer, Fredaliza P. Gazo, emphasized that all forms of gambling—whether online, mobile-based with betting elements, or conducted in physical establishments—are not allowed while employees are on duty.
“The Civil Service rules clearly prohibit employees from engaging in any form of gambling during office hours, whether online or land-based,” Gazo said.
She also highlighted that the updated ORAOHRA guidelines explicitly classify gambling during work hours as an offense that may lead to administrative sanctions.
“Under our new ORAOHRA, employees caught gambling during office hours may face administrative penalties. The severity of the sanction will depend on the investigation process,” she explained.
Monitoring, however, remains a challenge. Gazo noted that cooperation from offices is essential.
“Monitoring is our biggest challenge, and we rely on administrative officers in each office to help report any violations. Only then can the PHRMO take appropriate action,” she added.
Despite the strict policy, no gambling-related violations among provincial employees have been formally reported.
“So far, we have not received any confirmed cases involving employees engaging in gambling during office hours,” she said.
Gazo encouraged all personnel—especially Plantilla employees—to continue adhering to Civil Service rules and internal agency policies.
“We remind all employees to comply with Civil Service and Agency policies. Every violation carries a corresponding sanction, so we encourage everyone to avoid activities that may compromise their employment,” she said.
