Public warned vs. effects of “Tuklaw” on youth

Koronadal City, South Cotabato | September 17, 2025 — The Philippine Drug Enforcement Agency (PDEA) has warned the public against the use of Thuoc Lao, or Vietnamese tobacco, commonly known as the “black cigarette” or “Tuklaw.”

According to Kath Abad, Information Officer of PDEA Regional Office 12, during the Provincial Anti-Drug Abuse Council press briefing, Tuklaw can cause uncontrollable body movements due to its high nicotine content.   Abad said there have been no reported cases yet in Region 12, but she urged the public to remain cautious and vigilant as the product has already reached the Philippines.

The tobacco, which originated in Vietnam, reportedly contains synthetic cannabinoids—a substance similar to marijuana or cannabis—which pose serious risks to both physical and mental health. The product, often mimicking cannabis, can cause dizziness, hallucinations, and other harmful effects.

Citing studies conducted in the United States, Abad warned that Thuoc Lao or phouclao tobacco is extremely dangerous and may even lead to death. PDEA, in coordination with partner agencies in South Cotabato, is intensifying efforts to monitor and prevent the circulation of the substance. The agency also called for the active cooperation of the public to help ensure community safety.
