Sangguniang Panlalawigan envisions paperless transactions for South Cotabato

South Cotabato, Philippines — In an effort to expedite processes and enhance efficacy among local institutions, the Provincial Government of South Cotabato (PGSC) aims to transition to paperless transactions through the implementation of a legislative tracking system.

This initiative, spearheaded by the Sangguniang Panlalawigan in collaboration with the Provincial Information Office-Information Technology Division, seeks to modernize government transactions and promote digitalization across the province.

During a press conference with Vice Governor Arthur Y. Pingoy Jr., he disclosed that he, along with a few IT specialists from PGSC, will attend an international event in Taiwan this March.

The event will focus on “Artificial Intelligence and Digitalization,” which aligns with the province’s goal of adopting digital systems to enable paperless transactions.

“Siling ko, ‘We would like to come up with that paperless transaction sa SP, ano ba ang pwede namon mangayo?’, kay mayo ang Taiwan sina,” Vice Governor Pingoy shared. “This March, dal-on ko sila Mark Dela Cruz, Maam Nilda Almencion, kag si Jowilyn, didto kita malakat sa Taiwan.”

Vice Governor Pingoy emphasized that the main objective is to establish a system that will aid future board members and local legislators in expediting processes.

“Ang akon lang is  to come up with a system nga mabuligan ang sunod naman nga board members kag ang local legislators naton nga mapadali ang transactions,” he added.

However, challenges remain, particularly in securing sufficient funding for the program. Governor Reynaldo S. Tamayo Jr. has expressed that he prefers utilizing the talents and skills of South Cotabateños rather than outsourcing the program.

“We are proud nga isa ang Provincial Government of South Cotabato nga wala naga-outsource,” Vice Governor Pingoy said. “Ang gusto ni Gov, sila mahimo sang system kag programa kay may capabality man sila.”

While this initiative is still in its early stages and will require deliberation, training, and refinement, the adoption of a  legislative tracking system is expected to improve the speed and convenience of government transactions.

The initiative for paperless transactions shows South Cotabato’s commitment to embracing innovations to enhance governance and service delivery.
