KORONADAL CITY| September 11,2025 – The South Cotabato Rehabilitation and Detention Center (SCRDC) has achieved a significant breakthrough in its rehabilitation program after all Persons Deprived of Liberty (PDLs) tested negative for illegal drugs in a random drug testing facilitated by Behind the Bars, an international jail monitoring organization.
The 100% drug-free result signals a stronger culture of discipline and cooperation inside the facility, an outcome that directly impacts both the integrity of rehabilitation efforts and the protection of PDLs’ rights.
Alias “R,” president of the grievance committee of the PDLs, described the results as proof of a remarkable change inside the detention facility.
“We worked hard to avoid violations because we don’t want our rights and privileges to be suspended. This is proof that change is possible when everyone cooperates,” he said.
According to him, discipline among the PDLs has strengthened after experiencing sanctions in previous incidents. The last recorded case of drug confiscation occurred six months ago, resulting in the suspension of privileges for several inmates. More recently, just two months ago, another attempt to smuggle drugs inside the facility was discovered. The contraband, however, was immediately intercepted before reaching the cells.
He emphasized that these hard-learned lessons pushed the PDLs to collaborate and strictly adhere to facility rules.
“We are determined to protect their rights and privileges, which are often put at risk when violations occur,” he added.
The memorandum-based drug testing conducted by Behind the Bars was intended to ensure accountability and transparency inside the jail facility. For many, the 100% negative result reflects a positive step forward in the rehabilitation process.
Despite the challenges of keeping contraband out, SCRDC officials and PDL leaders expressed optimism that the recent results signal not only stricter compliance with facility rules but also a stronger commitment to rehabilitation, discipline, and second chances.
