SCRDC intensifies measures to protect PDLs from extreme heat

KORONADAL CITY, South Cotabato — As soaring temperatures continue to affect various parts of the country, the South Cotabato Rehabilitation and Detention Center (SCRDC) has stepped up efforts to safeguard the health and well-being of persons deprived of liberty (PDLs) under its care.

Provincial Jail Warden Barney Condes confirmed that a series of proactive measures are now being strictly implemented to prevent heat-related illnesses at the detention facility following the recent spike in the heat index.

Earlier this week, the heat index rose to 45 degrees Celsius, considered one of the highest recorded levels in the area.

“We are closely monitoring the detainees’ health status, with special attention given to symptoms associated with heat exhaustion, dehydration, and other temperature-induced conditions,” Condes said.

Under his supervision, infrastructure adjustments have been made to improve airflow and reduce heat build-up within detention cells.

“Regular health assessments are also being conducted to quickly identify and address any emerging concerns,” he added.

PDLs are being encouraged to participate in hydration practices, which involve increased water intake and routines designed to prevent dehydration. Access to drinking water has been prioritized to ensure that all detainees can maintain adequate hydration throughout the day.

In response to the dangerous heat index levels often recorded during midday hours, outdoor activities have been temporarily suspended during peak temperature periods. This precaution is intended to minimize direct exposure to the sun, which can significantly increase the risk of heat stroke and related illnesses.

Medical readiness within the facility has also been reinforced. The SCRDC’s in-house nurse remains on constant standby, closely monitoring the condition of detainees and prepared to respond immediately to any medical emergencies. Health personnel are also coordinating with local health authorities when necessary to ensure proper medical intervention.

The initiative has gained full support from the provincial government, led by Governor Reynaldo S. Tamayo Jr. The governor has consistently advocated for improved welfare standards within correctional facilities, underscoring that PDLs, despite their circumstances, are entitled to basic human rights, including access to healthcare and safe living conditions.

With these interventions in place, the SCRDC hopes to set an example for other detention facilities in prioritizing the health, dignity, and safety of PDLs, especially during periods of extreme weather conditions.
