South Cotabato, Philippines — The Provincial Government is streamlining its human resource management system by institutionalizing inclusive and equitable benefits across all employment types.
Provincial Human Resource Management Officer Freda Liza Gazo reported that the provincial workforce currently consists of 991 plantilla positions, 670 casual employees, and over 1,877 job order (JO) and Contract of Service (COS) workers. Despite the varied nature of these appointments, Gazo emphasized that the administration remains committed to a unified standard of service delivery.
“May nagkalain-lain kita nga klase sang appointment—may ara kita ginatawag nga plantilla position, casual, kag job order,” Gazo explained, noting that the diverse manpower supports the province’s wide array of public programs.
Since the assumption of Governor Reynaldo S. Tamayo Jr., significant reforms have addressed long-standing employment concerns. One major initiative is the “casualization” of long-serving JO personnel, some of whom have rendered service for 15 to 20 years.
“Sang nagsulod si Governor Tamayo, naumpisahan ang casualization,” Gazo shared. She highlighted that a key achievement of this reform is the equalization of employee welfare. “Although termed or renewable ang ila employment, ang maayo kay they enjoy the same benefits with regular or plantilla positions.”
This commitment to fair compensation and job security underscores the provincial leadership’s goal to uplift morale and recognize the dedication of workers, regardless of their contract status. Through these progressive HR practices, South Cotabato sets a benchmark in governance where no employee is left behind.
