South Cotabato Assessor’s Office Urges Property Owners to Declare Real Properties

KORONADAL CITY, South Cotabato — The Office of the Provincial Assessor (OPASS) is calling on all South Cotabateños to fulfill their obligation of declaring real properties, emphasizing its importance in ensuring a fair and sustainable taxation system for the province. Engr. Ritchie A. Ballesta, REA,OIC Provincial Assessor,  has reminded property owners of their duty to declare real properties for taxation, as mandated under Sections 202 to 204 of Republic Act 7160 or the Local Government Code of 1991.
 “Failure to comply gives authority to the assessor’s office to declare the property on their behalf, which may result in penalties,” Engr. Ballesta stressed.
He said that it is not just a legal duty but also a civic responsibility that directly contributes to the province’s revenue, which in turn supports public programs and services. The Provincial Assessor said undeclared properties reduce local revenue, limiting funds for development, healthcare, education, and other services. Declaring properties, he added, helps boost South Cotabato’s fiscal capacity and sustain essential government programs. OPASS further highlighted that a General Revision of Assessments is scheduled in 2027, during which a comprehensive province-wide tax mapping will be conducted. This initiative aims to account for all properties across municipalities and towns to establish an accurate and equitable property valuation system.
“Doing ahead of the 2027 General Revision will prevent penalties, ensure fair valuation, and allow every citizen to contribute to South Cotabato’s progress,” he added.
Through this appeal, the Provincial Government of South Cotabato reaffirms its commitment to responsible governance, equitable taxation, and the efficient delivery of services that benefit every South Cotabateño.
