South Cotabato, Philippines — The Provincial Local Government Unit (PLGU) of South Cotabato showcased its innovative and community-centered approach to peace and public safety during the final deliberation for the 2026 Gawad Ligtas na Pamayanan: Outstanding LGU in Crime Prevention Category.
Representing Governor Reynaldo S. Tamayo, Jr., Peace and Order Council (POC) Focal Person Rudy S. Jimenea presented the province’s institutionalized S.A.F.E. Model before the National Police Commission (NAPOLCOM) Panel of Judges through a virtual presentation.
The S.A.F.E. Model—Strategic Leadership, Active Community, Focused Law Enforcement, and Empowered Communities—serves as the province’s framework in strengthening peace and order, crime prevention, and community resilience.
During the presentation, South Cotabato highlighted its shift from a purely reactive approach to law enforcement toward a more proactive and preventive strategy anchored on strong leadership, coordinated law enforcement, community participation, and addressing the root causes of conflict and criminality.
“Public safety is not an isolated budget line—it is the indispensable foundation for all social, economic, and human progress,” Jimenea emphasized.
The presentation was reinforced by a strong Whole-of-Nation approach, with representatives from various agencies joining the deliberation, including DILG Provincial Director Hayd-Ali S. Suwaib, SCPPO PCADU Chief Plt. Col Peter L. Pinalgan, Jr., and NAPOLCOM South Cotabato Provincial Officer Atty. Michelle Anne P. Viejo.
Their participation underscored the province’s continued collaboration with national government agencies and law enforcement institutions in promoting peace, order, and public safety.
Jimenea said the province’s achievements are anchored on political commitment, sustained investment, capable law enforcement personnel, and meaningful grassroots participation.
“PLGU South Cotabato does not merely meet the criteria for crime prevention excellence—we set the benchmark,” he said, citing the province’s efforts to equip law enforcement agencies, empower communities, and respond to the underlying causes of conflict.
DILG South Cotabato will also continue providing technical oversight, policy guidance, and capacity-building support to the Provincial Peace and Order Council and its grassroots counterparts.
“The S.A.F.E. Model is not just for a national award—it is a sustainable system that protects every South Cotabateño. Through strong leadership, grassroots engagement, and sustained police support, the province ensures that safety remains a daily reality,” said Laila Amanda Maha U. Sulaik, DILG South Cotabato Peace and Order and Public Safety (POPS) Focal Person.
She also described the recognition as an affirmation of South Cotabato’s continuing efforts in peace and order and public safety.
“This prestigious recognition proves that when government invests in its people, empowers communities, and leads with clear vision, safety becomes a shared way of life. South Cotabato stands as a beacon of peace, inspiring communities to build a safe and vibrant future together,” she said.
According to Sulaik, the DILG will continue to provide guidance, technical assistance, and support to the provincial government and its LGUs, emphasizing that strong partnerships are essential in sustaining a peaceful and safe South Cotabato.
The final deliberation marks another milestone in the province’s continuing pursuit of excellence in local governance and public safety.
More than a bid for national recognition, South Cotabato’s participation in the Gawad Ligtas na Pamayanan demonstrates its commitment to institutionalizing a sustainable system where government agencies, law enforcement, and communities work together to prevent crime, resolve conflicts, and protect the people.
As the province moves forward, the PLGU remains committed to strengthening the S.A.F.E. Model and sustaining its Whole-of-Nation approach to peace and public safety—ensuring that safety, security, and public trust remain at the heart of local governance.
