South Cotabato Expands Revenue Base with ₱1B in Newly Mapped Properties

Koronadal City, South Cotabato—The Massive Tax Mapping Program of the Office of the Provincial Assessor (OPASS) has uncovered 2,033 new taxable properties worth over ₱1 billion, boosting South Cotabato’s revenue base by more than ₱20 million in Real Property Tax.

The Provincial Government of South Cotabato, through the OPASS, is intensifying its efforts in real property valuation, revenue generation, and public service delivery under the leadership of OIC Provincial Assessor Engr. Ritchie A. Ballesta, REA, assumed office in January 2025.

By August 2025, OPT collected ₱34 million in Real Property Taxes—45% of its ₱76 million target—driven by OPASS’s intensified tax mapping. An additional ₱1.7 million was raised from Tax Declarations and Certifications.

OPASS is digitalizing the Real Property Tax Administration System, a locally developed innovation that streamlines property validation and classification while moving toward paperless transactions.

“With the help of technology, property validation will be faster, classifications can be clearly visualized, and adjustments can be made more accurately,” Engr. Ballesta said.

He said this digital system will not only reduce the burden of manual assessment but also make  transactions more efficient and transparent.

“We envision a fully paperless process, which will greatly benefit both the office and the public,” he said.

OPASS plans to deploy the system and make it operational before the year ends.

Through these reforms, OPASS reaffirms its commitment to equitable property valuation, strengthened revenue generation, and efficient public service delivery for the people of South Cotabato.
