South Cotabato Launches Digital Property Tax System for Faster, Transparent Services

TAMPAKAN, South Cotabato — The Provincial Government of South Cotabato has launched a digital property tax system to speed up services, improve tax collection, and promote transparency across local government units (LGUs).

The Real Property Tax Administration and Collection System (RPTACS), developed by the Office of the Provincial Treasurer and the Information Technology Division, aims to modernize how real property taxes are managed in the province.

Provincial Treasurer Alvim M. Batol said the initiative supports the push for digital governance under Governor Reynaldo S. Tamayo Jr..

“Through this system, transactions will be faster, more transparent, and more efficient across all LGUs,” Batol said.

With the new platform, processes such as billing, payment, and issuance of clearances can be done faster. It also allows real-time recording of transactions, meaning payments made at the municipal level are instantly reflected in provincial records.

The system is also expected to improve revenue collection by helping LGUs track properties and identify unpaid taxes.

“This will help us recover uncollected revenues and strengthen our capacity to fund programs and services,” said Municipal Budget Officer Engr. Agripina A. Leonico.

It also promotes transparency through built-in monitoring features, where all transactions are recorded and can be easily reviewed.

“All transactions are recorded in real time, making reporting faster and more accurate,” said Local Treasury Operations Officer IV Zenaida C. Erum.

The platform replaces manual processes with a web-based system that can be accessed anytime with internet connection.

Following its launch in Tampakan, the system will be rolled out to other municipalities from April 28 to May 18, 2026.

Officials said the new system will help LGUs deliver faster services, improve financial records, and increase funds for community programs and infrastructure—marking another step toward a more efficient and transparent provincial government.
