South Cotabato’s population team turns hard work into national recognition

South Cotabato, Philippines | December 10, 2025 — Behind every plaque and podium finish is a story of people who showed up, even when no one was watching. For South Cotabato, that story came to life after the province earned Second Place in the Rafael M. Salas Kaunlarang Pantao Awards (RMSKPA)—a moment that Provincial Population Officer Melanie C. Chiva described as both humbling and emotional.

“This award is not for one office alone,” Chiva shared, reflecting on the journey.

“This is a collective win.”

She credited the strong leadership of Governor Reynaldo S. Tamayo Jr., whose advocacy for Tama at Maayos na Serbisyo continues to guide provincial programs.

She also acknowledged the steady support of Vice Governor Arthur ‘Dodo’ Pingoy, the Sangguniang Panlalawigan, and partner offices including the Office of the Provincial General Services Officer headed by Anna Rose S. Kazan and the Office of the Provincial Administrator led by Atty. Renette B. Bergado.

For the Office of the Provincial Population Officer (OPPO), the recognition was hard-earned. Chiva recalled how staff members returned to the office during weekends and holidays to finalize documents required by national evaluators from Manila.

“From our technical staff down to our utility personnel, everyone gave their time and effort,” she said. “Walang piniling araw.”

South Cotabato initially entered the competition as part of the Top 5, already a significant achievement. When the province moved up to the Top 3, hope grew—but expectations stayed grounded. Then came the announcement: Second Place, next only to Iloilo Province.

“We knew how much heart went into this,” Chiva said. “Kaya napakasarap ng tagumpay.”

More than a ranking, the award proves that—early in Governor Tamayo’s term—population and development programs in South Cotabato are no longer in the background. They are now firmly in the national spotlight, powered by teamwork, dedication, and service to the people.
