South Cotabato, Philippines | October 18, 2025 – South Cotabato’s provincial government is making waves at the grassroots level through the Re-Enforce Services Taskforce (RST), a program launched by Governor Reynaldo S. Tamayo Jr. to deliver faster and more responsive services directly to barangays.
Dennis C. Dignadice, Executive Assistant IV of the Barangay Affairs Unit, has been actively visiting communities across the province, helping facilitate the program’s rollout.
According to Dignadice, more residents have already benefited from RST.
“We’re not waiting for people to come to the Capitol anymore,” Dignadice said. “We bring the government to them.”
The RST program listens to what the communities need — from water systems and streetlights to livelihood support and health services — and works to address these needs quickly.
What makes RST different, Dignadice shared, is how people are involved every step of the way. Barangay officials and residents are treated as partners, not just recipients.
Through close coordination with different provincial offices, RST has become a reliable channel for delivering what the people ask for.
Dignadice said this approach is also reviving the Filipino spirit of bayanihan — unity and cooperation — especially in the smallest communities.
“Many of their requests used to get lost in paperwork,” he explained. “Now, we sit down with them, listen, and act.”
Dignadice believes the program is creating real change.
“When services are fast and people feel heard, they gain trust in their leaders,” he said. “That’s the kind of progress we want — inclusive, direct, and felt by everyone,” he stressed.
He added, “This is Governor Tamayo’s leadership in action — bringing real solutions from the top, straight to the grassroots.”
