KORONADAL CITY, South Cotabato — The Provincial Government of South Cotabato, under the leadership of Governor Reynaldo S. Tamayo Jr., has intensified its efforts to strengthen grassroots governance as preparations begin for the evaluation of barangays across the province.
The Office of the Provincial Planning and Development Coordinator (OPPDC), through the provincial search committee, recently conducted a preparatory meeting for the formulation and organization of the City/Municipality Assessment Team (C/MAT) in each local government unit (LGU) in South Cotabato.
The assessment teams will spearhead the evaluation of barangays based on several governance indicators that measure performance, transparency, and service delivery at the community level.
Among the core areas to be assessed are financial administration and stability, organizational and management effectiveness, legislation, and the functionality of key local councils such as the Barangay Anti-Drug Abuse Council (BADAC) and the Barangay Development Council. Other indicators include mechanisms for Gender and Development (GAD), protection of women and children, business friendliness and competitiveness, agricultural support services, basic education delivery, health governance, environmental management, safety and peace and order, as well as disaster preparedness.
According to Governor Tamayo, strengthening governance in barangays is essential to ensure that government programs directly benefit communities.
“We want good governance to be felt at the grassroots level,” he said.
He added that by strengthening barangays and ensuring that they perform well in delivering services, the provincial government can ensure that development reaches every community in South Cotabato.
The provincial government emphasized that the evaluation process is part of its broader governance agenda aimed at improving accountability, efficiency, and responsiveness among local leaders while recognizing barangays that demonstrate excellence in public service.
The evaluation is a part of the province’s annual initiative to further capacitate and strengthen barangay local government units in the province, bringing the ‘Tama at Maayos na Serbisyo’ brand of public service down to the people.
