Tamayo administration strengthens security and rehabilitation at provincial jail

KORONADAL CITY, South Cotabato — The administration of Reynaldo S. Tamayo Jr. has reaffirmed its commitment to enhancing the welfare of Persons Deprived of Liberty (PDLs) while strengthening security at the South Cotabato Rehabilitation and Detention Center (SCRDC), reflecting a governance approach that balances public safety with humane rehabilitation.

Governor Tamayo’s support has enabled the provincial government to upgrade internal and external security operations while expanding programs that equip PDLs with technical knowledge and life skills.

According to Retired Lt. Col. Barney Condes, jail warden of SCRDC, this backing has been key to maintaining order and preventing contraband.

“With the strong support of Honorable Governor Reynaldo S. Tamayo Jr., we are proud to say that, so far, no contraband has entered our facility,” Condes said.

A central security measure is the continuous “greyhound operation”, involving unannounced inspections to confiscate prohibited items and enforce detention policies. Condes noted that the operation’s success also relies on cooperation among PDLs, fostering a culture of shared responsibility within the facility.

Security enhancements extend beyond the compound, with reinforced monitoring systems and coordination with local law enforcement to prevent external threats.

At the same time, the Tamayo administration emphasizes rehabilitation programs to prepare PDLs for reintegration into society. Inside SCRDC, PDLs participate in technical and skills-training programs, values formation sessions, and structured daily activities designed to build discipline, responsibility, and practical knowledge for life after release.

“They are thankful for the safety they feel inside the facility,” Condes shared. “While waiting for the time they can leave, they are equipping themselves with technical knowledge that they can apply in their lives outside.”

Provincial officials stress that maintaining a contraband-free facility protects the rights and safety of PDLs, minimizes violence, and creates conditions conducive to rehabilitation. The zero-contraband record reflects the collaborative effort of the provincial government, jail management, security personnel, and the PDL community.

Governor Tamayo’s support demonstrates his administration’s philosophy of firm law enforcement combined with compassion and opportunities for reform. Sustained funding, policy backing, and close monitoring of programs will ensure that SCRDC continues to operate not merely as a detention facility, but as an institution of transformation.

With strengthened security, ongoing greyhound operations, and a growing culture of accountability among PDLs, the South Cotabato Rehabilitation and Detention Center is positioning itself as a model for secure and humane detention management, providing a genuine path for PDLs toward reform and productive reintegration into society.
