KORONADAL CITY, SOUTH COTABATO — The Provincial Government of South Cotabato continues to uphold value engineering in the implementation of its infrastructure projects, ensuring that public funds are properly utilized while delivering quality, functional, and sustainable facilities for its constituents.
Provincial Engineer Lloyd Esparagosa, CE, GE, said the practice is part of the mandate of Governor Reynaldo S. Tamayo Jr., who emphasizes the importance of maximizing government resources and ensuring that every project provides meaningful benefits to the people.
Under value engineering, infrastructure projects are carefully evaluated in terms of design, materials, construction methods, cost, and functionality to ensure that the province obtains the best possible value from its investments without compromising quality and safety.
“We make sure that every peso allocated for infrastructure is properly utilized and that what we build is appropriate, functional, durable, and responsive to the actual needs of our constituents,” Esparagosa said.
He added that the proper utilization of funds is reinforced by the collective efforts of the Office of the Provincial Engineer’s Maintenance Division, which continuously monitors and maintains existing provincial infrastructure to preserve their functionality and extend their service life.
The continuous monitoring of projects through the Provincial Project Monitoring Committee likewise provides an additional layer of oversight, helping ensure that projects are implemented according to approved plans, specifications, and intended purposes.
Engineer Jona Dauz, OIC – Maintenance Division Chief, said the value engineering approach also supports the provincial government’s broader commitment to efficient public service delivery.
“By carefully managing available resources, the province can maximize its capacity to implement more projects and respond to the infrastructure needs of communities across South Cotabato,” Dauz said.
She said the implementation of value engineering complements the administration’s continuing infrastructure initiatives, including road concreting and rehabilitation, public buildings, bridges, water systems, classrooms, and other facilities intended to improve connectivity, accessibility, safety, and the delivery of basic services.
Through value engineering, regular maintenance, and sustained project monitoring, the Provincial Government of South Cotabato seeks to ensure that public infrastructure is not only completed but also delivers lasting value to the people it is intended to serve—reflecting the province’s commitment to “Tama at Maayos na Serbisyo.”
