The team of evaluators will conduct the consolidation of results of the 2015 Search for Cleanest and Greenest LGU on June 10 – 11 at White Haven, Gumasa, Glan, Sarangani Province to determine this year’s winners.
Up for grabs are awards for the Cleanest and Greenest LGU, Most Improved LGU, Best Public Market, Best Public Terminal, Best Public Plaza and Parks, Best Barangay, Best Community Garden, Best Backyard, Best Roadside Beautification, Best Municipal Nursery and Best Central Material Recovery Facility.
In this year’s search, the province’s 10 municipalities and lone city were grouped into 2 Clusters.
Cluster I LGUs are composed of Surallah, T’boli, Polomolok, City of Koronadal, Tupi and Tampakan while and Cluster II LGUs consisted of Banga, Lake Sebu, Norala, Sto. Nino and Tantangan.
Cluster I LGUs were judged based on the criteria such as Public Market (10%), Public Terminal (5%), Public Plaza and Parks (10%), Barangay (15%), Community Garden (5%), Backyard Garden (5%), Municipal Nursery (10%), Roadside Beautification (10%), Central Material Recovery Facility (10%), Support System (10%) and Other Facilities and Establishments (10%)
Meanwhile, Cluster II LGUs Banga, Lake Sebu, Norala, Sto. Nino and Tantangan were evaluated based on the environmental plans that they formulated with relevance to the contest and their respective accomplishment.
Cluster II initial evaluation criteria are Prioritization of Plans, Programs and Activities – 15%, People’s Participation – 15%, Innovative Programs – 10%, Plan Presentation – 5% and Attendance to Planning and Budgeting Workshop – 5%.
Their final evaluation criteria are Positive Impact (Improved facilities/Improved Clean and Green Program Implementation, etc (30%); Efficiency of Program Service Delivery (30%); Sustainability (20%); Promoted People’s Participation (10%); Programmed Mainstreamed at the Barangay Level (10%).
Only areas in the respective municipality of Cluster II LGUs such as Barangay, Community Garden and Backyard Garden were evaluated physically by the evaluators as part of the final criteria
Organizers of the contest have adopted the “window period” concept for the unannounced initial and unannounced final evaluations, whereby LGUs will be informed of the schedule of the duration of the contest, and not the exact or specific day of evaluation of each municipality.
The initial and final evaluations of the search have 30 and 70 percentage points, respectively.
Evaluators of this year’s search are Elbe Balucanag and Alfredo Superales of PEMO, Jose Perez of the Provincial Planning and Development Office, Engr. Erisaldy Quienes of the Integrated Provincial Health Office, Fruto Sumagaysay Jr. of the Provincial Information Office, Julius Mella of the Arts, Culture, Tourism, Museum and Sports Promotions Unit, Sherree Ann Reyes of the South Cotabato Foundation Inc. and Teresita Sabares of Dole Phils.
Belinda Lee Fabie of the DILG Provincial Office acted as the Secretariat.
