The Provincial Government of South Cotabato has successfully finalized a waste-to-energy project with Alternaverde Corporation. The project received formal endorsements from both the Local Government Unit of Surallah and the Provincial Government through a Memorandum of Agreement (MOA) and a resolution interposing with no objection.
In an update given by, Provincial Environmental Officer Siegfried Flaviano emphasized the collaborative nature of the project’s development. “This achievement is the result of strong multi-stakeholder support and careful planning,” Flaviano said. He particularly commended the Sangguniang Panlalawigan’s role, highlighting Vice Governor Arthur Y. Pinggoy Jr.’s leadership and the strategic oversight provided by Board Member Allan M. Ines, who heads the committee on environment.
The waste-to-energy facility, set to be constructed in Surallah municipality, will be the first of its kind in South Cotabato. While specific processing capacity details are still being finalized, the facility is expected to significantly reduce the province’s landfill dependency while generating renewable energy for local consumption.
The South Cotabato Economic Investment and Promotion Center (SCEIPC) played a crucial role in bringing the project to fruition, serving as the primary facilitator between the provincial government and Alternaverde. The organization has been instrumental in conducting preliminary studies and stakeholder consultations throughout the project’s development phase.
This is an investment project spearheaded by the Provincial Government of South Cotabato and it will be co manage by the LGU Surallah. The project demonstrates a strong commitment to local employment, with provisions in the MOA requiring Alternaverde to prioritize hiring workers from within the province. This stipulation ensures that South Cotabateños will directly benefit from the new employment opportunities generated by the facility.
The Provincial Environment Management Office (PEMO) is now coordinating a ceremonial MOA signing event, which will bring together all key stakeholders, including the provincial governor, local officials, and representatives from Alternaverde. The ceremony will formally launch the implementation phase of the project. This development comes at a crucial time as local governments across the Philippines face increasing pressure to adopt more sustainable waste management solutions.
This partnership is a step forward in provincial-level environmental management, as it addresses two critical challenges: waste management and renewable energy production. The facility is expected to create local employment opportunities while contributing to the province’s environmental sustainability goals. The project’s timeline and additional technical details are expected to be revealed during the upcoming ceremonial signing.
