UPESCO to hold election on July 13

CITY OF KORONADAL — The Union of Provincial Employees of South Cotabato (UOESCO), the Collective Negotiation body of regular employees of the province will conduct their regular election here on July 13 this year, UPESCO President Grace Maniego disclosed in a letter addressed to Governor Reynaldo S. Tamayo Jr.

Maniego said that based on the ratified UPESCO Constitution and By-Laws, the term of office of the Executive Officers and Board of Directors is fixed only for 2 years and will end on June 30.

Earlier, UPESCO scheduled the election on June 22, but upon meeting this week  the Commission on Election (COMELEC) Chairperson and 2 Members, later requested the postponement to July 13 due to lack of time in preparing for the election.

UPESCO has already formed a COMELEC to enforce and administer all guidelines concerning the conduct of election.

In Resolution #004, series of 2020, UPESCO created the COMELEC composed of Fruto Sumagaysay Jr. (IPHO-AO V) as Chairperson, and Julie Serilo (PHRMO-AO V) and Jennifer Misaen-Garrino (PPDO-Economist II) as Members.

The primary duties and responsibilities of the COMELEC are as follows: 1) adopt and promulgate rules and regulations that will ensure free, clean honest and orderly election; 2) Set and review the qualification of candidates, and has the power to disqualify a candidate; 3) Promulgate rules on question or protest regarding the conduct of election; 4) Proclaim duly elected officers of the union.

Up for grab during the election are the positions for President, Vice-President, Secretary, Assistant Secretary, Treasurer, Public Information Officer, Auditor, Business Manager and 17 Board of Directors representing the different offices of the provincial government who will serve for a fixed 2-year term..

With the Governor’s approval of the election, it stipulated that social distancing and other health protocols must be observed at all times.
