A Technical Working Group (TWG) composed of representatives of some provincial government offices and national line agencies recently drafted the Implementing Rules and Regulations (IRR) of the Health Care Waste Management Ordinance recently enacted by the Sangguniang Panlalawigan (SP) and likewise the Manual of Operation for the Health Care Waste Treatment Facility of the province.
Prior to the drafting, Senior Environment Management Specialist Elbe Balucanag of the Provincial Environment Management Office (PEMO) presented the brief rationale and overview to the delegates of the 2-day “Planning Writeshop on the Formulation/Drafting of the IRR on the Health Care Waste Management Ordinance and Manual of Operation for the South Cotabato Health Care Waste Treatment Facility, as its Head Secretariat.
The TWG members were then divided into two groups to formulate the IRR and Manual of Operation, respectively.
Group 1 composed of SP led by Board Member Ellen Grace Subere – Albios (Chair, SP Committee on Environment) together with PEMO, Integrated Provincial Health office (IPHO), Provincial Information Office (PIO), Philippine Health Insurance Corporation (PhilHealth) 12, Department of Health (DOH) 12 formulated the IRR while Group 2 composed of PEMO, Provincial Planning and Development Office (PPDO), Provincial Engineers Office (PEO), Department of Environment and Natural resources _Environment Management Bureau (DENR-EMB) 12 and the Provincial League of Environment and Natural Resources Office (PLLENRO) drafted the Manual of Operation.
After the outputs were presented to the plenary for cliniquing, the Secretariat decided to set another schedule for the final review of the IRR and Manual of Operation.
PEMO chief Siegfred Flaviano in his message disclosed that their office targets to operationalize the Health Care Waste Treatment Facility located inside the Integrated Provincial Environment center (IPEMC) In Tinongkop, Tantangan by either the third or fourth quarter of this year.
Reynaldo Fabrigar of PEMO likewise presented updates on the Health Care Waste Treatment Facility particularly on the status of the on-going construction.
The 2-day planning writeshop was conducted in Punta Isla, Lake Sebu last June 23 – 24, 2016.
