City of Koronadal — Some 32 City/Municipal Environment and Natural Resources Office (ENRO) personnel recently underwent a one-day training dubbed “Capability Building for Implementers of Small-Scale Mining and Quarry Operations” sponsored by the Provincial Environment Management Office (PEMO) that was held at Villa Princessita, this city..
PEMO Mines and Geo-Sciences Division chief Nencita Acain led the training with the presentation of Provincial Ordinances #7 and #8, series of 2003, the ordinances that regulate the small-scale mining (SSM) industry in the province.
Two other technical personnel from the Department of Environment and Natural Resources – Environment Management Bureau (DENR-EMB) 12, Engr. Hernani Abdon and Engr. Roger Tamayo, joined the capability building training as Resource Speakers.
Engr. Abdon discussed among the participants the salient features of SSM National Laws and Executive Order 79 as well as monitoring aspects of SSM operation, while Engr. Tamayo focused more on the “Proper Quarrying Operation for Sand, Gravel and Limestone.”
Likewise, Atty. Marnito Cosep, PEMO’s Legal Desk Officer, lectured on the “Legal Considerations in Apprehensions and Procedures in Apprehending Violators of Provincial Ordinance.”
With PEMO’s plan to deputize the capacitated ENROs, PEMO O-I-C Siegfred Flaviano discussed the “Roles of Deputized SSM / Quarry Enforcers.”
Acain disclosed that they plan to deputize at least 2 ENROs as Mining and Quarry Enforcers per city/municipality to effectively enforce SSM ordinances in the province.
